Kevin Christie called the meeting to order at 6:17 PM

Approval of Agenda- Peter Merrill moves to approve the agenda as presented. Lori Dickerson seconds the motion. Discussion: correction of Agenda of next meeting date. September 23rd is next meeting date. A unanimous verbal vote passes the motion 5 yes 0 no.

Public Comments- None

November 4, 2014 Synthetic Turf Field and Track Warrant Article- Mr. DeBalsi discusses with the Board the certificate language and the legality of the language used.

Peter Merrill moves to instruct the Superintendent of Schools to take such actions as necessary to place the Bond question on the November 4, 2014 ballot. Lori Dickerson seconds the motion.

Article I question:

Shall general obligation bonds of the Hartford Town School District in an amount not to exceed Three Million, Five Hundred Thousand Dollars ($3,500,000) be issued for the purpose of financing the cost of making athletic field improvements at the high school, an estimated cost of such improvements being Three Million, Five Hundred Thousand Dollars (3,500,000)? Discussion: Alex DeFelice (Hartford voter) asks why the Bond amount is $500,000.00 more than originally discussed. Economics, time and inflation enter into the amount of the Bond. Mr. Keane feels the Article I question is vague and dishonest.

At 6:26 PM Mr. Merrill moves the question. Discussion continued with the Board discussing ways to educate the voters on the project and legalities of Town of Hartford Charter rules. October 29, 2014 will be the date for the informational meeting on the Bond.

At 6:30 PM Lori Dickerson calls Point of Order, discussion should cease.

A verbal vote 4 yes 1 No (Mr. Keane) passes the motion.

Mr. Merrill, Mr. Michaels, Mr. Christie and Ms. Dickerson signed the warning document.

Mr. Vezina hands out a document, Hartford school Board Meeting September 19, 2014. Proposed Bond $3,500,000.00

Projected Interest Rate 4.1%

Projected Budget Increase- $264,000.00

Impact on the School Educational Tax Rate- 1.25%

Mr. Vezina will have more information on the actual cost to a Hartford home owner and further explanation of costs at future informational meetings. The Hartford School web site will also be updated as the information is available.

6:36 PM Eric Michaels moves to adjourn. Lori Dickerson seconds. A unanimous verbal vote 5-0 passes the motion.
