          1.  Call to Order - Superintendent- Tom DeBalsi 7:00 PM

          2.  Reorganization of the Board  
●      Oath of Office for Newly Elected Board Directors- All members as listed read the Oath(s)-Peter Merrill, Kevin Christie, Michelle Boleski, Russell North, Nancy Russell . Each member will sign and date the code.

 

●      Nominations for Board Chair- Peter Merrill nominates Kevin Christie, Nancy Russell seconds. A unanimous verbal vote passes the motion.

 

●      Nominations for Board Clerk-Peter Merrill nominates Russell North. Nancy Russell seconds. A unanimous verbal vote passes the motion.

 

          3.  Public Comments- Ann Reynolds hands out notices of the Toward Racial Healing workshop, April 6 and May 4th

Peter Merrill as Chair of Wilder School committee, thanks voters of Hartford for passing the Bond.

 

          4.  Changes, Additions and Approval of Agenda- None, Peter Merrill moves to accept the Agenda as written. Nancy Russell seconds. A unanimous verbal vote passes the motion.

          (Removing items from the consent agenda requires a vote by the full board)

           - Regular Meeting 2-27-2019-

           - Town Meeting 3-2-2019-Peter Merrill asks for a  correction in  item 4. Peter was on the panel answering questions from the audience.

Peter Merrill  moves to accept the Consent Agenda with changes mentioned. Nancy Russell seconds. A unanimous verbal vote passes the motion.

Policy EL 9.4 Communication and Support to the Board – Incidental Information

- 2019-2020 School Calendar – Final Approval: Columbus Day correction was adjusted.

Peter Merrill moves to approve 2019-20 calendar. Nancy Russell seconds. A unanimous verbal vote passes the motion.

Tom DeBalsi-Incidental: Mr. DeBalsi thanks the voters for the 3 Bond approvals. Covell House closing, Renovation of Wilder School, 19-20 school budget.

Kevin Christie reports on Environmental Day at State House and how proud he is of the Hartford students working on this.

 

Policy EL 2 – Relationship with Students, Parents and Community

                    - Student Representatives Report- Abigail spoke about working with Joel on the solar project. Next meeting will be the week of March 18th

Majd reported out on events at the High School.

Peter Merrill  thanks Doug and Nelson for the presentations.

Tom DeBalsi thanks Doug and Nelson for all of their hard work in their schools.

Noel speaks to their visions and risk taking and care for all kids

Nancy Russell moves to  accept all three reports: Hartford HS Annual Ends Policy, Hartford Tech Center Annual Ends Policy, B/SR 1 and GP 1 . Michelle Boleski seconds. A unanimous verbal vote passes the motion.

 

Final Policy Warning – Facility Naming

 Peter Merrill asks the Chair to put off voting on the final approval so some changes can be discussed with Superintendent on how we would remove someone’s name, if needed. There is still some clarification to discuss with the process before the final voting. The Chair agrees to do so.

●      Hartford Community Coalition (Russell) - Michelle Boleski nominates Nancy Russell. Peter Merrill seconds. A unanimous verbal vote passes the motion.  Update: drug free community grant, Resiliency Movie

●      Regional Advisory Board (Boleski) Peter Merrill nominates Michelle Boleski.  Nancy Russell seconds . A unanimous verbal vote passes the motion.Update:Mtg 3/12, digital applications, SREB , TEAM support, STEM student presentation, “CIA” report from “Old Chef”!

●      Manifest Approval (Christie) Peter Merrill nominates Kevin Christie. Michelle Boleski seconds. A unanimous verbal vote passes the motion. Update: evolving district, busy time of year

●      Racial Equality Committee (Boleski, Russell) Peter Merrill nominates Michelle Boleski and  Nancy Russell.  Russell North seconds. A  unanimous verbal vote passes the motion. Update: mtg last week, subcommittees creating RFP to share with town manager and Tom DeBalsi , subcommittee on education, community engagement, workshop

●      Policy Review (Merrill)Discussion-Peter agrees to continue as a liason to the Policy Committee, on a strategic level, and as a citizen, not a Board Member. Discussion of School Board Member responsibilities vs. Superintendent responsibilities in Policy Governance. Vast majority of policies are procedures that are not the purview of this committee. Michelle wonders if there should be more clarification? Russell speaks to strategic vs procedural policy. Nancy Russell moves to nominate Peter Merrill to be a representative to the ad hoc Policy Committee on a strategic level. Michelle Boleski seconds. A unanimous verbal vote passes the motion.

●      Sister City (Boleski) Peter Merrill nominates Michelle Boleski and Nancy Russell to  jointly serve as representatives on the Sister City committee. Russell North seconds. A unanimous verbal vote passes the motion. Update: mtg next week,Committee will present to the Board  in April

●      Wilder School Building Committee (Merrill) Michelle Boleski nominates Peter Merrill.  Russell North seconds. A unanimous verbal vote passes the motion.  Update-Bond passed! Committee will be working w/architects and 2 directors of programs

●      Negotiations (Christie, North)Peter Merrill nominates Kevin Christie and Russell North. Nancy Russell seconds. A unanimous verbal vote passes the motion. Update: signed tentative agreements for teachers, it’s now being  ratified by them. The Board will then approve.  Kevin Christie nominates Russell North to be the voting member for statewide health care initiative. Nancy Russell  seconds, A unanimous verbal vote passes the motion.

●      Select Board Liaison (North, Russell)Peter Merrill nominates Russell North and  Nancy Russell.  Michelle Boleski seconds. A unanimous verbal vote passes the motion.

●      Social Media and Community Engagement (North)Michelle Boleski nominates  Russell North.  Nancy Russell seconds. A unanimous verbal vote passes the motion.  Update: Russell North calls Point of Order, he’d like the committee reports to vary in reporting sequence. Mr. DeBalsi will create a mixed list. Update: tonight’s presentations will go on District social media along with the Ends Policies.

 

 Peter Merrill  reports to the  Board that negotiations with the bus company are continuing. There was a meeting today and there is improvements on the table. Kevin Christie suggests the transportation sub committee act as an ad hoc. The Board agreed verbally.
1.    Meeting Review/Evaluation and Agenda - Michelle Boleski would like the Board to consider having meetings at the District Schools. Discussion: survey parents first, occasionally meet at the schools vs. every meeting.

2.     Planning- - Next Meeting Agenda/Parking Lot Items: Final approval of Facility Naming, Meeting Locations

 - Meeting Evaluation- Michelle Boleski finds the meeting satisfactory
