School Board Meeting Agenda

  1. Call to Order 

                             The meeting was called to order at 7:00 by Mr. Christie.


  1. Public Comments 

                             Ms. Boleski attended the talent show at HHS, it was fun.

She also attended a Chamber of Commerce meeting earlier tonight, other town and school staff were present, it was another good networking opportunity.


  1. Changes, Additions and Approval of Agenda

                             Moved by Mr. Merrill, second by Mrs. Russell to adopt the agenda, motion carried.

       (Removing items from the consent agenda requires a vote by the full board)

Moved by Mr. Merrill seconded by Mrs. Russell to approve the consent agenda, motion carried.

Policy EL 9 Communication and Support to the Board – Incidental Information

                             April vacation begins next week, busy times in school

                             Hiring season, interviewing committees are in place

                             Rick Dustin Eichler, Vermont Elementary Principal of the year and now is a candidate for the National Principal award

                             Ms Bryant shared a sample lesson from a staff member who used the process of Socratic Seminar to review a letter from Martin Luther King Jr.





Policy EL 2 Relationship with Students, Parents and Community

Student Representatives Report-

Majd reported:

Norwich Technology brought over a solar array to view, students are working on a plan to build an array, will be outside of school, and later on a trailer to move around

Spirit week this week at HHS

Unified basketball team had a game yesterday, will have another one soon


Monitoring Reports:

The Annual Ends Report – Part 3

White River School and Hartford Memorial Middle School

Principals Sheila Powers and Tristan Upson presented evidence that support the Ends Policies. Mr. DeBalsi thanked both principals for their work in their schools.


White RIver School

Goal #1: PBLO, performance indicators, student-led conferences, students are documenting and reflecting on their work, related art staff members are using the indicators, wonderful student work on display, PBL movement breaks are helping students

Goal #2: Assessments and data, WIN time in many grades,  scheduling for next year will include common times for instruction, grades 4 and 5 content teaching and team teaching model, EST think tank helps with future scheduling and groupings

Goal #3: social emotional learning, Second Step curriculum used PreK -5, Elisabeth Cadle residency allowed all students to make a mural, “Confluence”, monthly assemblies address school-wide expectations, increased movement breaks, Global School Play Day in February, restorative circles help to maintain or build relationships in classrooms


Hartford Memorial Middle School

Goal #1: Proficiency Based Learning opportunities, all students have a Chromebook to use throughout their classes, wide variety of lessons supporting this model, students seem to be understanding the point of their learning now, will begin using a proficiency reporting system next year

Goal #2: Assessments and use of data, STAR results inform WIN/Call Back lessons, many students have made great progress over the course of the year, two interventionist/instructional coaches next year will help to shift the instructional practices to better meet student needs    

Goal #3: social emotional learning, working on building relationships and community, restorative practices in place, FISH philosophy, students are excited about being at school



Policy EL 3 Relationship with Staff

              Superintendent Monitoring Report

Moved by Mr. Merrill seconded by Mrs. Russell to accept the report of the superintendent’s  compliance of EL3, Relationship with Staff, motion carried.


                             Policy GP 7 Board Committee Principles

  • Review of Select Board Comments on the RFP for Strategic Plan for Inclusivity and Equity

Minor edits were made on the RFP, any one making a proposal will be subject to a background check. Mr. DeBalsi will continue working with the Town Manager.


                             Policy GP 3 Board Job Outcomes

  • Board Member Committee Reports
    • Select Board Liaison (North, Russell)

Mrs. Russell attended the meeting last night, conversation about the RFP, excited to be moving forward, Select Board supported the Energy Committee and their support of proposed legislation to remove caps on energy limits

  • Racial Equality Committee (Boleski, Russell)
  • Sister City (Boleski, Russell)

Will be attending the next meeting

  • Social Media and Community Engagement (North)


  • Wilder School Building Study (Merrill)

Committee is continuing to meet with architects, working on the design of the school

  • Hartford Community Coalition (Russell)

Still working on getting the community picnic together in June, looking for someone to run the summer program

  • Regional Advisory Board (Boleski)
  • Manifest Approval (Christie)

Going well, end-of-year projects require good communication with business office, many time sensitive items

The meeting evaluation was completed by Mr. Merrill, the meeting was satisfactory.
